VOICE is a 501(c)(3) non-profit community service organization that provides numerous programs to children, youth and their families in 19 counties in Central and East Texas. VOICE’s mission is to empower children and families to lead healthy and productive lives by promoting success in education, nurturing wellness in mind and body, and developing sills in tomorrow’s global leaders.

VOICE is seeking a Director of Finance and Human Resources to oversee and perform the daily financial and human resources operations of the agency. The position is responsible for the management of the agency’s finances which includes, but is not limited to, developing, analyzing and reporting monthly and annual financial statements, assist the CEO and administrative team in preparing the annual budget, daily management and reporting of accounting, payroll, accounts payable and receivable and billing, and preparation of annual financial audit. Additionally, the Director of Finance and Human Resources will maintain all agency workforce records and manage and process employee benefits administration.

Candidates should have experience and knowledge in accounting, financial management, human resources, the Generally Accepted Accounting Principles, Quick Books (specifically for non-profits) and grant management. Experience with Texas Health and Human Services Commission grant/contracts is highly desirable, but not required.

Salary is negotiable and dependent on education and experience.

Job Description:

Job Title: Director of Finance and Human Resources


The Director of Finance and Human Resources is responsible for the day-to-day financial operations of the agency. Duties include, but are not limited to, using generally accepted accounting principles in reporting monthly and annual financial statements, working closely with the CEO in annual budget preparation, and the daily management and reporting of accounting, payroll, accounts payable & receivable, and billings.

Specific Duties:

  • Prepares and submits financial reports to the Chief Executive Officer and Board of Trustees.
  • Establishes separate chart of accounts to record revenues and expenses for each government contract and/or program.
  • Prepares the annual budget under the guidance of the CEO.
  • Develops a cost allocation plan for each government contract.
  • Responds to the independent auditor’s request for financial records and other information relating to the fiscal management of the agency.
  • Establishes and controls record-keeping systems of all administrative and financial transactions and contracts, including establishing a purchase order system.
  • Approves request for purchase of office supplies and program materials submitted by the CEO considering budget restraints.
  • Makes recommendations to the CEO on procedures that need to be included in the personnel policy and procedure manual.
  • Approves and codes all invoices for payment while closely monitoring the budget.
  • Updates chart of accounts to reflect all funding sources and categories of expenditures.
  • Uses generally accepted accounting standards in daily management of financial transactions and reporting.
  • Ensures proper documentation for all financial transactions, i.e. payment of invoices, deposits.
  • Reconciles financial statements with HHSC’s monthly Financial Status Reports.
  • Oversees bank reconciliations for all bank accounts.
  • Oversee payroll production.
  • Reviews checks and payroll for completeness and accuracy.
  • Oversees the completion of the yearly inventory.
  • Reviews the accuracy and completeness of employee time records.
  • Coordinates and maintains all insurance policies, leases and contracts for the agency.
  • Oversees the preparation of all taxes including the Federal 990, Payroll 941, and Texas Employment Commission.
  • Ensures payroll liabilities are paid accurately and timely.
  • Maintains employee benefits explanation information.
  • Stays up-to-date on human resource issues and mandates.
  • Processes all insurance forms, claims, etc. for eligibility of benefits.
  • Responds to Texas Workforce Commission’s request for information for unemployment benefits.
  • Performs all other duties assigned by CEO.


  • A Bachelor’s Degree in Accounting, Finance, Business Administration with at least 1 year of experience in accounting and/or financial management.
  • In lieu of a college degree, at least 5 years of experience in accounting and/or financial management.
  • Demonstrated, in-depth knowledge of Microsoft Office, QuickBooks, and other accounting software.
  • Excellent organization and time management skills.
  • Familiar with labor laws, workforce and human resource needs and activities.
  • The ability to work effectively with a multicultural staff and community.

Preferred (but not required):

  • In-depth understanding and experience in Generally Accepted Accounting Principles (GAAP).
  • Experience with Federal and State single audits.
  • Experience in Federal and State grants and/or contracts management, specifically with Texas Health and Human Services Commission.
